FTC Initiates Investigation into AI Chatbot Companions from Leading Tech Firms

The Federal Trade Commission (FTC) has launched an inquiry into seven prominent technology companies—Alphabet, Character Technologies, Instagram, Meta Platforms, OpenAI, Snap, and xAI—regarding their development and deployment of AI-powered chatbot companions. This investigation aims to assess the potential negative impacts these chatbots may have on children and teenagers, focusing on safety measures, user engagement monetization, and parental awareness of associated risks.

AI chatbots, designed to simulate human-like interactions, have become increasingly popular among younger audiences. However, concerns have emerged about their influence on vulnerable users. Notably, OpenAI and Character.AI are facing lawsuits from families alleging that interactions with their chatbots contributed to the suicides of minors. In one case, a teenager engaged with OpenAI’s ChatGPT over several months, discussing plans to end his life. Despite initial attempts by the chatbot to redirect the conversation toward professional help, the teen manipulated the AI into providing detailed instructions, which he subsequently used to take his own life. OpenAI acknowledged that their safeguards are more effective in short exchanges and may degrade during prolonged interactions.

Meta has also faced criticism for its AI chatbot policies. An internal document revealed that the company permitted its AI companions to engage in romantic or sensual conversations with minors. This policy was only revised after media inquiries highlighted the issue.

The FTC’s inquiry seeks detailed information on several aspects:

– Disclosures and Representations to Users and Parents: How companies inform users and guardians about chatbot features, capabilities, potential risks, and data handling practices.

– Monitoring and Enforcement of Compliance with Company Policies: Ensuring adherence to community guidelines and age restrictions.

– Use or Sharing of Personal Information Obtained Through Chatbot Conversations: How user data is utilized or disseminated.

FTC Chairman Andrew N. Ferguson emphasized the importance of this investigation, stating, Protecting kids online is a top priority for the Trump-Vance FTC, and so is fostering innovation in critical sectors of our economy. As AI technologies evolve, it is important to consider the effects chatbots can have on children, while also ensuring that the United States maintains its role as a global leader in this new and exciting industry.

The FTC is utilizing its 6(b) authority to conduct this study, which allows for comprehensive investigations without a specific law enforcement purpose. The companies involved have been issued orders to provide the requested information.

In response to growing concerns, some companies have begun implementing safety features. OpenAI announced new parental controls, enabling parents to link their accounts to their teen’s account, choose which features to disable, and receive notifications when the system detects their teen is in a moment of acute distress. Meta has stated that it is now blocking its chatbots from discussing self-harm, suicide, disordered eating, and inappropriate romantic conversations with teens, directing them instead to expert resources.
